Mayor's News & Views June 2008By Mayor John Farr 2008/2009 Management Plan Council's $30 million 2008/2009 Draft Management Plan has been on public exhibition with 3 submissions being received. Council adopted the plan at its June meeting and ratepayers are invited to inspect the document which outlines income and expenditure for the coming year. Your Council is very careful with your money and how it is spent, invested or reserved for future purposes. Four Towns Sewerage Scheme Council is currently waiting on Ministerial approval to the tenders for Cudal Sewerage Scheme. Cudal should then take about 6 months to commission before Manildra has its long awaited turn. Council has agreed that the sewerage rate for all four towns will be the same as South Canowindra, $600 pa attached to a CPI increase. Following a public meeting whereby residents voted with a strong majority in favour of proceeding with town sewerage, Yeoval is planned to have its sewerage scheme commissioned by Christmas 2009. A number of rateable buildings such as schools, churches and scout halls have not been attracting the $500pa pre-construction levy. The outstanding amounts will need to be paid as each town is commissioned and relevant organisations who manage these buildings have been advised that they will need to budget for this. Molong HealthOne Centre Tenders are now being called for the construction of the building in Molong. This state-of-the- art, purpose built health and community centre will be a one-stop shop for people of all ages to access health services. It will be operated and maintained by Council staff and rented to medical practioners, allied health professionals and nurse practioners. The advantage being that a GP, for instance, would be able to walk in and walk out with at no cost. This is a very attractive concept for the medical profession and is the first fully integrated model in NSW to evolve. Heritage in Cabonne Cabonne Council has recently adopted a heritage plan which, among other things, aims to promote the conservation and maintenance of Cabonne's heritage, raise community awareness and education on heritage conservation and management. Council's hard working Heritage Committee which consists of staff, councillors, the community members are working towards a strategy to blueprint a formula which protects, enhances and maintains our history and heritage for future generations. Water - lifeblood of our bodies, our economy, our nation and our wellbeing In this present time of drought, water has become a commodity that can be sold and fought over. The intention to build a dam or transfer water from one catchment to another is met with extreme opposition from the landowners down stream. Lake Canobolas is situated on the Molong Creek which feeds the Molong water supply of 1800 residents has never had restrictions placed on it due to water shortages since the Molong dam was built in 1983. The residents of Orange are suffering level 5 restrictions due to low water supplies in Suma Park and Gosling Creek dam as a result on this continuing drought. Orange City Council's water harvesting plan is seeking to urgently alleviate this situation. Central Tablelands Water Authority have a proposal on the table (Lake Rowlands upgrade) to permanently overcome Orange City Council's and Cadia Valleys water supply problem. All three parties have jointly outlayed $200,000 for investigations for this project to proceed but delegations to the Minister have not been successful. Central Tablelands Water believes that all parties should jointly promote the Lake Rowlands scheme for the benefit and future economic development of the Central West. Cabonne Council at its June Meeting resolved to write to the Minister for Water & Energy advising at this point in time of its concern over the possible impact that extraction of water from Lake Canobolas will have, particularly on the Molong Creek environment and ecology, and security of water supply for the town of Molong and requesting that the Minster NOT approve any Orange City Council application to extract water from Lake Canobolas. "When the well is dry - we learn the worth of water" Benjamin Franklin Local Government Elections - Candidate Information Sessions An Information Session for persons who are interested in nominating as a Councillor in the upcoming local government elections will be held on 15 July at 5pm in the Council Chambers, Bank Street, Molong. This relaxed informal session will be run by our General Manager, Graeme Fleming, and is designed to give potential candidates information on the role of being a councillor before the call for nominations open.
